b. Standing order to allow County and District Councillors to speak. "Any member of the public who is attending any meeting of the Council at the express invitation of the Council may speak at the meeting under and subject to the same Standing Orders as apply to members of the Council, and the meeting shall be deemed to have been adjourned for so long and as often as the said invitee is speaking. The Chairman shall determine which adjournment(s), if any, shall be recorded in the minutes of the meeting."
